NARAL Pro-Choice California Announces Dual Endorsement of Elizabeth Romero and Joy Silver in Senate District 28; Endorses Incumbent State Senator Nancy Skinner
Candidates Earn Endorsement from State’s Leading Pro-Choice Advocacy Group
SACRAMENTO – NARAL Pro-Choice California today announced its dual endorsement of Elizabeth Romero and Joy Silver in a special election in Senate District 28 to fill the vacancy created by Senator Jeff Stone taking a position with the Trump Administration.
Senate District 28, a historically Republican-held district, is becoming increasingly competitive for Democrats. Stone was narrowly re-elected in the 2018 election against Joy Silver. In the runoff special election on May 12th, Romero or Silver will likely find themselves competing against Melissa Melendez, an anti-choice Republican with an extreme ideological agenda.
NARAL Pro-Choice California is also announcing its endorsement of incumbent state Senator Nancy Skinner for re-election in California’s Senate District 9.
“We are proud to support both Elizabeth Romero and Joy Silver, two fearless reproductive freedom champions, for the special election in Senate District 28 and Sen. Nancy Skinner for re-election in Senate District 9,” said Shannon Hovis, Director of NARAL Pro-Choice California. “Romero, Silver and Skinner have gone above and beyond to stand up for the reproductive rights of all people. They will bring and continue a deep commitment to expanding reproductive freedom for every person in California.”
- Elizabeth Romero (SD-28) began her service in reproductive healthcare as a Youth Promotora at Planned Parenthood of the Pacific Southwest (PPPSW) at the age of 15, later joining PPPSW again as their Director of Community and Government Relations where she helped to elect pro-choice champions to the California State Legislature.
- Joy Silver (SD-28) previously served as Chief Strategy Officer of Choices Women’s Medical Centers, leading a team of medical professionals and support staff in providing quality comprehensive care to women.
- Sen. Nancy Skinner (SD-9) authored NARAL-supported SB 1190 in 2018, which would have provided redress to people involuntarily sterilized under state eugenics laws. She was a coauthor of NARAL-sponsored SB 24, to bring medication abortion to California’s public universities, and is a principal coauthor of NARAL-sponsored ACR 110 to declare that California is a reproductive freedom state.

A 2018 poll by NARAL Pro-Choice California showed that reproductive rights was a key issue for state voters, with eighty percent of respondents saying women’s rights and reproductive freedoms are important to how they vote.
