The purpose of this Request for Proposal (“RFP”) is to identify a direct voter contact vendor to support our membership growth needs across targeted U.S. House districts in Arizona, Nevada, and Michigan via door-to-door canvassing for 6-8 weeks (budget dependent).Organization Background

Project Overview
The purpose of this Request for Proposal (“RFP”) is to identify a direct voter contact vendor to support our membership growth needs across targeted U.S. House districts in Arizona, Nevada, and Michigan via door-to-door canvassing for 6-8 weeks (budget dependent). The congressional targets and corresponding counties where we are looking to grow our membership base are as follows:
- Arizona’s 6th Congressional District: Congressional district located in the state of Arizona and encompasses all of Greenlee county, most of Cochise county, and parts of Pima, Pinal, and Graham counties. Most of its population resides in the suburbs of Tucson.
- Nevada’s 3rd Congressional District: Congressional district occupying southern Las Vegas.
- Michigan’s 7th Congressional District: Congressional district in Southern Michigan and portions of Central Michigan – centers around Lansing.
In consultation with our Organizing & Campaigns and Data & Analytics teams, the vendor will lead a sophisticated approach to targeting prospective Reproductive Freedom for All members. The vendor will stand up door-to-door operations across these 3 districts, and lead all aspects of the paid canvassing campaigns (canvasser recruitment, script optimizations, trainings, reporting, etc).
We are aiming to bring on a consultant no later than May 11, 2026.

Consultants should have:
- At least 7 years of experience with standing up paid canvass operations across various states and communities across the country, with an emphasis on communities of color.
- An established direct voter contact presence (i.e. field offices) in/close to target districts and counties.
- Proven and established quality control systems that allow the programs to adapt and course correct in real-time including but not limited to: canvasser shift tracking, door-to-door conversation follow ups, MiniVAN monitoring, etc
- An in-house data team that can work closely with our Data & Analytics team members; this is especially relevant around recommendations around a universe design/targeting prospective members
- Proven experience in universe development and consultation.

- Commitment to Reproductive Freedom for All’s goal of ensuring every person is able to make their own decisions about pregnancy and safeguarding reproductive freedom.
RFP Objectives
Reproductive Freedom for All is looking for a consultant/vendor to:
- Provide consulting services consisting of recruiting, training, and supervising canvassers to knock doors, talk to residents as directed by Reproductive Freedom for All, distribute literature (as needed).
- Collect data, and recruit supporters to take action and become members in support of Reproductive Freedom for All’s priority issue(s).
- Track all contacts and interactions with residents, report numbers, and send status reports according to Reproductive Freedom for All’s direction.
- In coordination with Reproductive Freedom for All, determine the total number of target door knocks, by district, in particular counties, as well as the total number of estimated new members acquired.
- Specific precincts and a target universe of residents to attempt will be determined by Reproductive Freedom for All and the vendor, in writing before the start of work. The target universe will have enough target door density to allow the vendor to complete an average of 70-80 unique target knocks per 5-hour canvassing shift.
Budget Details
The consultant will receive an estimated payment of $250,000 and $350,000, depending on the total number of doors knocked and final timeline, provided in the proposal.
