RE: Project 2025 Attacks on Repro: One Year In, Nearly Halfway Done
DATE: November 7, 2025
Reproductive Freedom for All has launched a new webpage to monitor the implementation of Project 2025—the 900-page conservative blueprint for carrying out extremist policies—and expose the architects working to make it a reality.
Trump and his radical allies have been systematically attacking reproductive freedom by weaponizing federal agencies and the courts. Abortion access, emergency abortion care, birth control, and IVF are all under assault.

Less than a year into Trump’s presidency, 48% of Project 2025 has been implemented so far, and nearly 40% of the policies attacking reproductive freedom are either completed or in progress.
Their work is far from over—the Trump-Vance administration will spend the next three years continuing to implement the extremist policies mapped out in Project 2025, including policies to push reproductive health care out of reach.
Out of 57 policies that aim to decimate abortion access and roll back reproductive freedom, 19 have already been completed and 5 are currently in progress—these policies include attacks on:
- Medication abortion: The Department of Justice (DOJ) and Food and Drug Administration (FDA) are being weaponized to limit or block access to medication abortion nationwide. FDA Commissioner Martin Makary announced in June that the agency is officially initiating a politically motivated review of mifepristone. Makary previously attempted to conceal his plans to restrict mifepristone.
- Emergency abortion care: The Trump administration has endangered countless lives by rescinding Biden-era guidance that affirmed federal law protects emergency abortion care under the Emergency Medical Treatment and Labor Act (EMTALA), directing the DOJ to drop cases that involved emergency abortion care, and ending investigations and enforcement of EMTALA’s requirement for hospitals to provide emergency abortion care.
- Planned Parenthood: Republican lawmakers followed through on their plans to “defund” Planned Parenthood in July with their budget bill—even while this is being challenged in court, their move puts nearly 200 clinics at risk of being forced to close their doors, and could rip access to reproductive health care away from more than 1.1 million patients.

Roughly 70% of Trump’s cabinet and 50+ senior officials have direct ties to Project 2025. Over 140 former Trump appointees and several current senior cabinet officials contributed to writing the plan, including Russell Vought, Stephen Miller, and more.
Despite repeated attempts to distance himself from Project 2025, Trump has filled his administration with the document’s architects and supporters, who are helping him implement Project 2025 rapidly.
Some of the most extremist anti-abortion organizations in the country also advised on Project 2025, including Alliance Defending Freedom—the extremist legal group that helped overturn Roe v. Wade and argued both abortion cases that were brought before the Supreme Court last term. Trump and his loyal allies still have three years left to implement Project 2025 page-by-page.
Reproductive Freedom for All is tracking every step and will ensure these attacks don’t happen in the shadows. As we approach the 2026 midterm elections, we’ll be working to ensure voters know exactly who intends to work in lockstep with Trump to complete Project 2025’s full assault on our rights and freedoms if elected.
