NEW ANALYSIS: How the GOP Budget Bill Will Impact Access to Health and Reproductive Care Across the Country
Last month, the GOP signed and passed the deeply unpopular budget bill that will defund Planned Parenthood, severely cut funding for Medicaid, and ultimately leave 16 million people without health care coverage. Now, Republicans who voted for this deadly bill are lying about the devastating impact this bill will have and cheating to avoid the consequences of their votes.
Hardworking families will be hurt and rural hospitals will close because of Trump’s budget bill. This includes:Â
- In Arizona, hospitals will lose nearly $688 million over the next six years, and Arizona Hospital and Healthcare Association President and CEO said OB/GYN services will be some of the first programs to go.
- In California, the 5.3 million people who rely on California’s SNAP program, called CalFresh, are at risk of losing the food assistance they need.
- In Georgia, more than 120,000 children will lose some or all food assistance.
- In Michigan, four Planned Parenthood clinics have already closed this year as a consequence of previous Trump administration budget cuts—and over 200 more clinics nationwide could be forced to close.
- In Nevada, 13 “critical access” hospitals face closures, which annually serve 300,000 people who live over 118 miles from the nearest care center.
- In Nebraska, the Curtis Medical Center has already shut down amid concerns over federal funding — the first official closure that is a direct result of the budget bill. Officials say that 6 more hospitals could still close.
- In South Kansas, the CEO of Hutchinson Regional Healthcare System is making decisions about how to continue servicing the area, and said that women’s health and pediatric care will be the hardest to sustain.
Funding cuts across the board will disproportionately impact people already facing the greatest barriers to accessing care, especially low-income individuals, people living in rural counties, and Black, Indigenous, and other people of color:Â
- 11.8 million more people will be without health insurance by 2034 because of Medicaid cuts.
- 41% of all births in 2023 were covered by Medicaid. These cuts will hurt women who need coverage to access reproductive care.
- 22.3 million families will lose their SNAP benefits, meaning they will not receive basic food assistance, including 2 million children.
- Over 700 rural hospitals are at risk of closing nationwide due to budget cuts.
- $1.81 billion in funding for the National Institute of Health was cut, and all funding for the National Institute on Minority Health and Health Disparities was eliminated.
Meanwhile, Trump is pushing his allies in Ohio and Texas to redraw district lines in order to hold the GOP’s narrow House majority and ensure favorable outcomes for Republicans during the 2026 midterm.Â
- With the upcoming special legislative session, Texas Governor Greg Abbott is planning to move forward with redistricting efforts to secure more GOP seats in Texas. Governor Abbott has also added GOP efforts to restrict abortion pills as a topic for debate, even though this failed during the regular session.
- Ohio must redraw their districts ahead of the 2026 election, and the GOP-controlled state will use the opportunity to maintain the narrow House majority.
- The GOP knows their decision to cut Medicaid funding was deeply unpopular, so they are cheating to make sure they can win in 2026.Â

- In Oregon, lawmakers approved $10 million in funding for Planned Parenthood and another $2.5 million to upgrade clinics and support patients navigating reproductive health care amid federal attacks on Planned Parenthood.
- In Washington, Governor Ferguson has promised to use state dollars to fill the gaps Republicans left by barring Medicaid funding for Planned Parenthood services in their sweeping tax cut and spending bill.

- Reproductive Freedom for All Michigan unveiled billboards in Rep. Tom Barrett and John James’ districts to raise awareness about the votes they took that will force 2 million Michiganders off of Medicaid. Both Barrett and James have avoided town halls since casting their votes for this bill.
- Reproductive Freedom for All Arizona organizers stopped state Republicans’ efforts to gut AHCCCS (Medicaid) and blocked all anti-abortion legislation from being enshrined into law.
- Leading up to the federal vote, Reproductive Freedom for All brought 100 of its members to DC to meet with their lawmakers, urge them to reject this dangerous bill, and receive training to bring back home during the August recess and beyond. We also drove over 6,500 calls to Congress opposing this bill and over 20,700 emails to Congress.
- Reproductive Freedom for All also launched a series of ad buys highlighting how communities across the country would be harmed by Medicaid cuts, aimed at Representatives John James (MI-10), Juan Ciscomani (AZ-06), Jen Kiggans (VA-02), Gabe Evans (CO-08), and Mike Lawler (NY-17).
