NARAL Pro-Choice America Applauds Biden Administration for Rolling Back Trump-Era Restrictions on Title X Program

Washington, DC — Yesterday, the Biden administration’s U.S. Department of Health and Human Services (HHS) finalized its Title X rule to undo the Trump administration’s harmful domestic gag rule. Trump’s anti-choice policy decimated the Title X family planning network by forcing many healthcare providers out of the program who—in addition to other services—provide abortion care. The Trump restriction also prohibited Title X providers from referring for abortion care.
NARAL Pro-Choice America Acting President Adrienne Kimmell released the following statement:
“We are thrilled to see the Biden administration take this urgently needed step toward restoring the Title X program. Donald Trump’s efforts to undermine Title X had a devastating impact on millions of people in the United States and were a direct attack on people’s freedom to make their own decisions about their families and futures. We commend President Biden and Secretary Becerra for their continued commitment to reproductive freedom, especially in the face of unrelenting attacks on our fundamental rights.”
The Title X family planning program is the only federal funding program dedicated solely to providing family planning services in the United States. Its providers offer many essential health services—such as birth control, cancer screenings, and STI testing and treatment—to young people and adults who are low income and uninsured or underinsured.
According to analysis from the Guttmacher Institute, the Trump administration’s attack on Title X forced Planned Parenthood and many other providers out of the program and slashed the program’s patient capacity in half. These attacks left six states without any Title X providers. The significant damage to the Title X provider network resulted in at least 1.5 million people losing access to Title X-funded services.
