Over 70 Reproductive Health and Justice Organizations Urge Congressional Leaders to Reject Extremist Abortion Restrictions in ACA Negotiations
Today, more than 70 reproductive health, rights, and justice organizations led by All Above All sent a joint letter to Congressional leaders to permanently extend Affordable Care Act (ACA) premium tax credits without imposing new abortion coverage restrictions.
The letter comes as anti-abortion groups lobby conservative lawmakers in Congress this week, pushing provisions that would threaten abortion coverage in private insurance plans – including in states that explicitly require it – and expanding restrictions beyond what is already legally required by the Hyde Amendment, which already bans federal funding for abortion in most instances to any subsidy extension.
The joint letter warns that imposing new federal restrictions would force insurers to drop abortion coverage or exit ACA marketplaces altogether; threaten the ability of states to require abortion coverage in private insurance; deny millions of enrollees, including those not using subsidies, access to comprehensive health plans; and push care further out of reach for those already facing systemic barriers, including women of color, immigrants, young people, LGBTQ+ people, people with disabilities, and people in rural communities.

The letter also highlights the urgent stakes for patients: without the ACA premium tax credits, which are set to expire, premiums would rise by more than 75% on average for millions of families. Women’s enrollment in ACA plans has surged 72% since the tax credits were enhanced in 2021.
“Anti-abortion politicians are trying to hijack time-sensitive negotiations over health coverage to push abortion care even further out of reach,” said Nourbese Flint, President of All* Above All. “We know this playbook: the radical anti-abortion movement is once again trying to use people’s health care as a bargaining chip to advance their extreme agenda, and everyday Americans cannot afford the consequences. Congress must reject these harmful attempts and protect both affordable coverage and the right to comprehensive care.”
“Republicans are once again trying to use must-pass legislation as a vehicle to attack abortion coverage,” said Mini Timmaraju, President of Reproductive Freedom for All. “These negotiations should be about protecting affordable care for millions of people, not hijacking the process to push an extremist agenda. Congress must continue fighting to extend the ACA tax credits permanently, reject any new abortion restrictions, and make sure families can get the coverage they rely on. That is what Americans overwhelmingly want.”
“Make no mistake, anti-abortion groups and their allies in Congress are taking advantage of critical negotiations needed to stop health care costs from skyrocketing — all to push a deeply unpopular backdoor ban on abortion coverage,” said Alexis McGill Johnson, president and CEO of Planned Parenthood Federation of America. “At a time when our nation is facing unprecedented attacks on its health care infrastructure and reproductive care, Congress must fight back against any attacks on abortion access. People deserve nothing less. ”
