Project 2025 is the conservative plan for Trump’s second term created by his most trusted administration officials and allies.
The 900-page conservative policy agenda spells out how Trump’s administration will decimate our fundamental rights and democracy—and it’s already in the works.
Proposes policies that would ban certain forms of birth control and emergency contraception. (p.485)
Blocks access to both abortion pills and medical equipment used for abortion care—effectively banning abortion access nationwide. (p.459)
Suggests that in-vitro fertilization become "fully obsolete and ethically unthinkable.” (p.461)
Calls for the administration to allow hospitals to refrain from providing pregnant people the emergency abortion care they need. (p.474)
Suggests allowing the government to track births and abortions in pregnant people across the country. (p.455)
Suggests weaving Christian Nationalist ideals into federal policy, restoring broad religious and moral exceptions to block abortion care and contraception. (p.491)
The plan is so extreme that Trump tried to claim to have “no idea” who was behind it during his campaign. Clearly that couldn’t be further from the truth—at least 140 people who worked in the last Trump administration had a hand in crafting it. And now he’s packing his cabinet with its architect, including head of the Director of the U.S. Office of Management and Budget Russell Vought and Deputy Chief of Staff Stephen Miller.
We need everyone to know the stakes of these harmful policies and to sound the alarm on the Trump’s administration’s attack on reproductive freedom.

Willfully misuses the antiquated Comstock Act to block access to both abortion pills and medical equipment used for abortion care (p.459)—effectively banning abortion access in all 50 states. Seeks to criminalize the shipping of abortion medications—taking away access to people in states with bans or who live in rural areas. (p.562)
Restrict the Affordable Care Act’s women’s preventive services mandate and restore Trump-era religious and moral exceptions, allowing employers to deny contraception coverage and eliminating emergency contraception. (p.483-484)
Includes language that propagates the belief that life begins at conception. This so-called “personhood” language could ban not only abortion, but also assisted fertility treatments like IVF. (p.455, 461, 483-485)
Suggests the government track and monitor pregnant individuals—including abortions (p.449, 455, 474). Argues that the U.S. Department of Health and Human Services (HHS) “use every available tool... to ensure that every state reports exactly how many abortions take place within its borders…for what reason, the mother’s state of residence, and by what method.” (p.455)
Calls for the Trump administration’s Department of Justice to stop enforcing a federal law that requires hospitals to provide emergency care to pregnant people who need an abortion. This would force countless more people to endure the tragic and life-threatening situations we’ve already heard so many horror stories about. (p.473-74)
Enact investigations, regulations, and legislation that promote anti-abortion disinformation. (p.747) Suggests publishing anti-abortion disinformation into federal health policy (p.491) and deleting the word “abortion" from every “federal rule, agency regulation, contract, grant, regulation, and piece of legislation that exists."
(p.4-5)
Now that he has been reelected, Trump won’t need Congress or the Supreme Court to execute most of these draconian policies. He can use executive power to implement Project 2025’s harmful agenda—and he’s already started, including reinstating the global gag rule, joining an international anti-abortion pact, and pardoned anti-abortion extremists who blockaded abortion clinics—and so much more.
