Attack on Abortion Coverage: Motion to End Debate.

Health Care Freedom for Patients Act of 2025, S.3386. Motion to invoke cloture (end debate) on the motion to proceed to a bill to ban health care savings account coverage for abortion or gender-affirming care and to undermine the ACA’s protections for lower income people and those with pre-existing conditions.

Three-fifths of the Senate (60 votes) is required to invoke cloture. (Some anti-abortion lawmakers cast what appear to be pro-repro votes; most observers recognize that those votes were cast for reasons unrelated to reproductive health.) Failed 51-48. A vote for reproductive freedom was against cloture.

This measure negatively impacts reproductive freedom.
