Smith (R-NJ) bill to effectively ban abortion coverage in the state health-insurance exchanges, penalize small businesses that purchase private health plans that include abortion coverage, mandate that health plans make biased, one-sided "disclosures" of abortion coverage, and reiterate and expand bans on public-insurance coverage of abortion.
