Arizona protects your right to abortion in most cases. Additionally, the state cannot punish anyone who helps you obtain an abortion.

Existing Barriers to Abortion Still in Effect in Arizona
❌ Arizona mandates biased counseling and a 24-hour waiting period before patients can access abortion care. This requires abortion seekers to make two trips before they are able to get an abortion.
❌ Arizona restricts access to medication abortion by requiring that it be dispensed in person, banning the use of telemedicine for care and prohibiting the mailing of abortion pills.
❌ Arizona blocks certain qualified health care professionals from providing abortion care—only physicians can provide abortion care.
❌ Arizona has placed medically unnecessary restrictions on abortion providers that do not apply to other health care providers.
❌ Arizona restricts young people’s access to abortion care by requiring parental notice.
❌ Arizona does not have public coverage for abortion care, and prohibits abortion coverage in some or all of the private insurance market.

Arizona Governor Katie Hobbs’ Executive Actions Protecting Reproductive Freedom
- Centralizes authority over abortion-related prosecutions to Attorney General Mayes.
- Restricts investigative assistance by state agencies relating to reproductive health care.
- Restricts extradition requests from other states seeking to prosecute individuals for abortion care.
- Creates an Advisory Council on Protecting Reproductive Freedom
Governor Katie Hobbs Executive Order 2024-03
- Directs the Arizona Department of Administration to designate Opill (a birth control pill) as a preventative “essential health benefit” at no cost to participants under the State Employee Benefit Plan.
- Instructs the Department of Insurance to submit a report to the Governor’s Office on creating a new Arizona Essential Health Benefits Benchmark Plan that would mandate additional reproductive health care benefits for all individual and small group private health insurance plans, including coverage for FDA-approved contraceptives and infertility treatment.
- Requires state agencies to educate pharmacists regarding the birth control options available to State Plan participants under the Standing Order and to identify and implement available strategies to increase utilization of the Standing Order.
- Orders the Arizona Health Care Cost Containment System (Medicaid) to provide a report to the Governor’s Office on the benefits, costs, and feasibility of available options to expand access to contraception for its members.
