Robert F. Kennedy Jr. – Secretary of Health and Human Services (HHS)
RFK Jr. now leads the agency that oversees Medicaid, Title X, and enforcement of federal emergency abortion care protections under EMTALA. His appointment could lead to HHS no longer investigating hospitals that deny emergency abortion care, cutting family planning funding, and allowing employers to deny birth control coverage. He has supported a national abortion ban and has stated that he is “not happy about abortions.” His leadership means reproductive health care could be systematically dismantled at the federal level. During his confirmation hearings, Kennedy repeated the statement that he “agrees with President Trump that every abortion is a “tragedy” and firmly committed to implementing Trump’s anti-abortion agenda.
Pam Bondi – U.S. Attorney General
As Attorney General, Bondi will enforce federal laws and set litigation priorities, giving her broad authority to attack abortion access. She has supported harmful restrictions on abortion providers and previously defended Florida’s mandatory delay period for abortion care. Under Project 2025, Bondi would be instrumental in using the Comstock Act to criminalize medication abortion and prosecute providers. Her confirmation ensures that the Department of Justice will actively work to eliminate abortion access in all 50 states.
Russ Vought – Director of the Office of Management and Budget (OMB)
Vought, a key architect of Project 2025, now controls federal budget allocations, positioning him to defund essential reproductive health programs, including Title X and Medicaid family planning services. His anti-abortion extremism could drive funding decisions that make contraception and abortion care harder to access. Additionally, his ties to efforts that promote criminal penalties for abortion further solidify his role in advancing Trump’s dangerous anti-abortion agenda.
Marco Rubio – U.S. Secretary of State
Rubio’s confirmation places a staunch opponent of reproductive rights in charge of U.S. foreign policy. He has long supported restricting global sexual and reproductive health funding and has reinstated the Global Gag Rule, cutting U.S. aid for international reproductive health services. His leadership will block access to contraception and abortion care for millions around the world.
