The so-called “Right to Life” group drafts model legislation used to criminalize abortion care, punish providers, and restrict medication abortion nationwide
The National Right to Life Committee (NRLC) is one of the oldest and most influential anti-abortion operations in the country.
It helped create the legal blueprint for criminalizing abortion providers, helpers, and even people sharing information about abortion care.
National Right to Life oversees a nationwide network of state affiliates and has helped spread abortion restrictions across dozens of states. Today, the group is heavily focused on restricting medication abortion.
Medication abortion is safe, effective, and used in the majority of abortions in the United States, making it a central target of the anti-abortion movement.

After Roe v Wade was overturned, NRLC unveiled pre-written “model legislation” designed to criminalize abortion access through sweeping enforcement mechanisms.
The proposal went far beyond banning abortion procedures. It also targeted people accused of “aiding and abetting” abortion care—including those sharing information online about self-managed abortion.

The NRLC’s model laws became part of a broader anti-abortion strategy to criminalize abortion access nationwide.
The group also spreads disinformation about abortion, promotes junk science, and co-opts social justice language to justify abortion bans.
NRLC has helped shape the anti-abortion movement’s legal and legislative playbook for decades, including post-Roe model laws designed to criminalize abortion care.
Its 2026 materials continue to track and promote state restrictions, including in-person requirement for medication abortion and bans on mailing abortion pills.
NRLC is pushing to restrict medication abortion nationwide. The group praised the FDA’s baseless “review” of mifepristone, called for imposing outdated and medically unnecessary restrictions, and urged an immediate halt to online and pharmacy distribution.
NRLC’s agenda would cut off telehealth access to medication abortion, force unnecessary in-person visits, and make care harder to access—especially for people who already face barriers to care.
The extremist conservative playbook, Project 2025, outlines a similar strategy of dismantling abortion access nationwide.
NRLC spreads anti-abortion propaganda, junk science, and fearmongering to justify abortion bans and manipulate public opinion.
The group promotes anti-abortion centers—fake health clinics—as legitimate care, falsely claims that abortion harms pregnant people, and relies on inflammatory rhetoric to stigmatize reproductive health care and spread confusion.
Attorney and Architect of NRLC’s Legal Strategy
James Bopp Jr. and his law firm have worked closely with the National Right to Life Committee for decades with the goal of transforming anti-abortion ideology into legislation.
Following the fall of Roe, Bopp’s firm helped draft NRLC’s model legislation that became a blueprint for criminalizing abortion providers and helpers.
More recently, Bopp’s firm represented Nevada Right to Life in litigation that revived Nevada’s long-dormant parental notification law, allowing enforcement of a restriction that had been blocked for nearly 40 years.
NRLC operates within the same anti-abortion legal ecosystem as Alliance Defending Freedom (ADF), the conservative Christian legal organization behind major attacks on abortion access—including efforts to restrict mifepristone and overturn Roe v. Wade. Both groups have supported legal strategies seeking to expand abortion criminalization and weaken federal protections for reproductive health care.
NRLC’s long-term anti-abortion agenda has benefited from a court system reshaped by the Federalist Society, the conservative legal network that helped place anti-abortion judges on the federal bench—including the Supreme Court justices who overturned Roe v. Wade.
NRLC’s priorities closely overlap with Project 2025, the extremist, far-right policy blueprint that calls for restricting medication abortion, restricting birth control, expanding abortion surveillance, and using federal agencies to roll back reproductive rights nationwide.
NRLC and Susan B. Anthony Pro-Life America (SBA) are part of a coordinated anti-abortion movement pushing legal, legislative, and political attacks on abortion access.
While SBA focuses heavily on elections and political pressure campaigns, NRLC specializes in drafting model legislation and expanding criminal enforcement strategies.
